No, this product would not be suitable for this purpose. To significantly improve the wear-resistance on a shoe heel for example you would need a rigid material (maybe a dry Kevlar fabric laminated with epoxy resin to make a composite material) rather than something more supple like this rubberised patch material. Shoe rubber is already normally very hard-wearing and wear-resistant but if you wanted to experiment with improvements then it might be worth considering a PX90 semi-flexible polyurethane casting resin.
